In a Quietly Powerful Job, Rao's Views Could Put Americans at Risk
Statement from Andrew Rosenberg, Union of Concerned Scientists
WASHINGTON
Tomorrow, a Senate Committee will consider the nomination of Professor Neomi Rao to head the Office of Information and Regulatory Affairs. It's one of the most underrated and powerful positions in the federal government--and Senators need to take seriously whether Professor Rao will act in the public interest if confirmed. Her views could put more Americans at risk, according to the Union of Concerned Scientists (UCS).
Below is a statement by Andrew Rosenberg, director of the Center for Science and Democracy at UCS.
"As administrator of OIRA, Professor Neomi Rao would have sway over almost everything the federal government does to protect Americans' health, safety and environment. Her record raises questions about whether she will really put the public first. In her writings and testimony before Congress, she has been clear about her hostility to the ability of agency experts to set public health and safety rules. That would put Americans in danger--especially the low-income neighborhoods and communities of color who are hardest hit by pollution.
"The job Professor Rao is up for is low-profile, but extremely powerful--and her views about the role of government are actually quite radical. Agencies are required to submit rulemaking proposals to OIRA for review, giving the administrator a large measure of control in how public health, safety and environmental protections move forward, even overruling agency experts.
"Professor Rao could sharply constrain the government's ability to respond to health threats and implement popular, long-standing laws like the Clean Air Act. If they're going to enforce the laws that keep our air and water clean, and our food and workplaces safe, federal agencies need the ability to craft rules based on the best available science."

Israeli Officer Says 'Nearly Every' IDF Platoon Has Used Palestinians as Human Shields in Gaza

Israeli soldiers have "systematically" used Palestinians as human shields during the 19-month assault on the Gaza Strip, The Associated Press reported Saturday, citing Palestinian civilians and members of the Israel Defense Forces who described engaging in the practice that is banned under international humanitarian law.
"Orders often came from the top, and at times nearly every platoon used a Palestinian to clear locations," APreported, citing the account of an unnamed Israeli officer.
One Palestinian man, Ayman Abu Hamadan, said Israeli soldiers dressed him in army fatigues, attached a camera to his forehead, and forced him to enter homes to ensure they were clear of bombs and militants. Abu Hamadan said he was passed from unit to unit for over two weeks.
"Soldiers stood behind him and, once it was clear, entered the buildings to damage or destroy them, he said," AP reported. "He spent each night bound in a dark room, only to wake up and do it again."
Nadav Weiman, executive director of Breaking the Silence—an anti-occupation group founded by former Israeli soldiers—told AP that "these are not isolated accounts; they point to a systemic failure and a horrifying moral collapse."
Israeli officials frequently justify attacks on homes, hospitals, and other civilian infrastructure by alleging that Hamas uses Gaza's civilian population as human shields. But Israeli forces have long been accused of using detained Palestinians as human shields, both during and prior to the current assault on Gaza.
According to the Israeli human rights organization B'Tselem, "Over the years, the military practiced an official policy of using Palestinians as human shields, ordering them to carry out military activities that put their lives in jeopardy: Palestinians were forced to remove suspicious objects from roads, tell other Palestinians to come out and surrender themselves, physically shield soldiers while they fired, and more."
"In most cases, no one was held accountable," the group said.
Earlier this year, an anonymous Israeli officer wrote in a column for Haaretz that "in Gaza, human shields are used by Israeli soldiers at least six times a day."
"Today, almost every platoon keeps a 'shawish,' and no infantry force enters a house before a 'shawish' clears it," the officer wrote. "This means there are four 'shawishes' in a company, twelve in a battalion, and at least 36 in a brigade. We operate a sub-army of slaves."
In response to AP's reporting, the IDF told the Jerusalem Post that it would only investigate the claims in the story "if further details are provided."
The reporting came as Israel continued with its large-scale ground offensive and aerial assault in Gaza, where the entire population is facing a dire hunger crisis due to Israel's monthslong siege.
On Sunday, according toReuters, "Israeli military strikes killed at least 23 Palestinians across the Gaza Strip... including a local journalist and a senior rescue service official."
Hours earlier, an Israeli strike on a home in Khan Younis killed nine children of a Nasser Hospital pediatrician and badly injured her husband while she was at work.
"Targeting families in the still-standing buildings: distinguishable sadistic pattern of the new phase of the genocide," Francesca Albanese, the United Nations special rapporteur on the occupied Palestinian territories, wrote in response to the deadly strike.

Trump Brags That He's 'Not Cutting 10 Cents' From Pentagon as GOP Guts Medicaid
"We can cut plenty of other things," President Donald Trump told West Point's graduating class.

U.S. President Donald Trump on Saturday bragged to West Point's graduating class that he has refused to cut Pentagon spending and touted his push for an annual military budget of $1 trillion, arguing that other programs should be on the chopping block instead.
"Some people say, 'Could you cut it back?' I said, 'I'm not cutting 10 cents,'" the president said of Pentagon spending during his bizarre, campaign-style commencement address at the U.S. Military Academy.
"We can cut plenty of other things," Trump added, without specifying what he sees as better targets for cuts than the Pentagon, a sprawling morass of waste and abuse that recently failed its seventh consecutive audit.

Trump's remarks came after House Republicans, with his support, passed a massive budget reconciliation package that includes more than $100 billion in additional spending for the U.S. military and around $1 trillion in combined cuts to Medicaid and the Supplemental Nutrition Assistance Program.
The military spending boost, which critics slammed as unnecessary and detrimental, is aimed at promoting Trump priorities such as his proposed "Golden Dome," an idea that experts have dismissed as a "fantasy." It is also a major opportunity for profiteering: Reutersreported last month that Elon Musk's SpaceX has emerged as one of the frontrunners to build a "crucial part" of the system.
With the $1 trillion that Trump is seeking to allocate to the military in the coming fiscal year, the U.S. could erase all medical debt, slash child poverty, end homelessness, tackle the nation's nursing and teacher shortages, replace all of the country's lead pipes, and build nationwide high-speed rail, according to an analysis by the National Priorities Project (NPP).
"A trillion-dollar investment in ordinary Americans is not radical; it would effectively help prevent crime, improve security, and raise standards of living across the country. And it's what most people actually want," wrote NPP research analyst Hanna Homestead. "Poll after poll shows Americans would rather have their tax dollars spent on public services than on Pentagon contractors, and would prefer policymakers prioritize spending on healthcare, education, housing, and infrastructure—not the military."

Trump Greenlights US Steel Merger Despite Union Warning of 'Corporate Sellout'

President Donald Trump on Friday signaled broad approval for Japanese steel giant Nippon's bid to purchase U.S. Steel, a reversal of his campaign-trail opposition to the merger that came a day after the United Steelworkers union implored the president to uphold his pledge to scrap the proposed deal.
In a post on his social media platform, Trump announced a "planned partnership" between U.S. Steel and Nippon, prompting confusion about the specific terms of the deal. U.S. Steel's stock jumped over 20% on the news, and both companies applauded the announcement and praised Trump.
The president wrote that U.S. Steel "will REMAIN in America" and keep its headquarters in Pittsburgh.
One unnamed person familiar with the merger negotiations told the Financial Times that the president's post was "considered 'tacit approval'" of the $15 billion takeover deal that was first announced in late 2023. The Biden administration blocked Nippon's proposed acquisition of U.S. Steel earlier this year, and Trump opposed the merger during his 2024 presidential campaign.
Former U.S Sen. Sherrod Brown (D-Ohio) called Trump's reversal "a betrayal of American workers.
United Steelworkers international president David McCall said in response to Trump's announcement that "we cannot speculate" about the details of the arrangement. But he reiterated the union's concerns that "Nippon, a foreign corporation with a long and proven track record of violating our trade laws, will further erode domestic steelmaking capacity and jeopardize thousands of good, union jobs."
Last month, Trump ordered the Committee on Foreign Investment in the U.S. to conduct an internal review of "potential national security risks associated with the proposed transaction." Reutersreported that the committee, which submitted its review on Wednesday, was "divided in its recommendation," but "most panel members believe any security risks posed by the deal can be addressed."
McCall on Thursday responded to the panel's recommendation with a scathing statement, warning that "allowing the sale of U.S. Steel to Nippon, a serial trade cheater, will be a disaster for American Steelworkers, our national security, and the future of American manufacturing."
"It is simply absurd to think that we could ever entrust the future of one of our most vital industries—essential to both national defense and critical infrastructure—to a company whose unfair trade practices continue to this day," said McCall. "For decades, Nippon has been dumping its products into our markets, costing us thousands of good, community-supporting jobs and undermining our steelmaking capabilities."
"Now, as it continues to make flashy promises about proposed investments, it remains clear Nippon is simply seeking to undercut our domestic industry from the inside," he continued. "President Trump has publicly pledged to block this sale since January 2024. We now urge him to act decisively, shutting the door once and for all on this corporate sellout of American Steelworkers and defending U.S. manufacturing."
